





There are several key proposed milestones ahead for participants in Health Current, Arizona’s Health Information Exchange (HIE), as well as prospective HIE Participants in the Arizona Health Care Cost Containment System (AHCCCS) Differential Adjusted Payment (DAP) Program. To qualify for the AHCCCS 2.0% DAP increases for both inpatient and outpatient services, DAP participants and prospective DAP participants will need to meet the following proposed HIE-related milestones. AHCCCS will finalize milestones for CYE 2020 DAP by April 30, 2019.
New and Prospective Health Current Participants: These providers who did not participate in CYE 2019 DAP include acute-care hospitals, psychiatric hospitals, sub-acute facilities, rehabilitation hospitals and long-term care hospitals. In addition, pending approval by CMS, these providers may also include Indian Health Services (IHS) and 638 Tribal Owned and/or Operated Facilities. In order to participate in CYE 2020 DAP, these providers must execute a Letter of Intent (LOI) to participate in CYE 2020 DAP no later than May 15, 2019 and meet the following milestones:
- Milestone #1: Execution of a Health Current Participation Agreement
The hospital must execute a Participation Agreement with Health Current no later than July 31, 2019. - Milestone #2: Formal Scope of Work (SOW) for Data Exchange
The hospital must approve and authorize a formal Scope of Work (SOW) with Health Current to develop and implement the data exchange necessary to meet the requirements of Milestones #3 and #4 below no later than October 31, 2019. - Milestone #3: Submission of ADT Information
The hospital must electronically submit actual patient identifiable admission, discharge, and transfer information (generally known as ADT information), including data from the hospital emergency department if the provider has an emergency department, to the production environment of Health Current no later than March 31, 2020. - Milestone #4: Submission of Patient Identifiable Information
The hospital must electronically submit actual patient identifiable laboratory and radiology information (if the provider has these services), transcription, medication information, and discharge summaries that include, at a minimum, discharge orders, discharge instructions, active medications, new prescription, active problem lists (diagnosis), treatment/procedures conducted during the stay, active allergies, and discharge destination to the production environment of Health Current no later than June 30, 2020.
Current Health Current Participants: These returning CYE 2019 DAP Participants include acute-care hospitals, psychiatric hospitals, sub-acute facilities, rehabilitation hospitals and long-term care hospitals. These organizations participating in the DAP Program must execute a Letter of Intent (LOI) to continue participation in CYE 2020 DAP no later than May 15, 2019, maintain the data submission requirements of the CYE 2019 DAP requirements throughout CYE 2020, and meet the following HIE milestones:
- Milestone #1: Immunization Data
The hospital must submit actual patient identifiable immunization data to the production environment of Health Current no later than July 1, 2019. - Milestone #2: Data Quality Profile Scope of Work
The hospital must approve and authorize a formal Scope of Work (SOW) with Health Current to initiate and complete a data quality profile to be produced by Health Current no later than October 1, 2019. - Milestone #3: Initial Data Quality Profile
The hospital must complete the initial data quality profile with Health Current no later than December 31, 2019. - Milestone #4: Data Quality Profile Completion
The hospital must complete the data quality scope of work by producing the final data quality profile with Health Current no later than March 31, 2020.
